Abstract

The evaluation of the effectiveness of the state Bodies activity was introduced in the framework of improving the public administration system. The authors describe the characteristic of the system of evaluation of state bodies activity, which indicates that all state bodies are evaluated, the evaluation is carried out systematically, every year without exception, the evaluation criteria are unified for all state bodies and the evaluation gives comparable results on the activities of different state bodies. The evaluation of the effectiveness of the state body is carried out in three semantic blocks: the achievement of goals and indicators of budget programs, interaction with citizens and organizational development. The authors also describe the stages of conduction of the effectiveness evaluation of state bodies’ activity and changes in the system for 2011–2018. The results of the evaluation of effectiveness of the state bodies conducted by the Committee of Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan for 2017 were analysed. When developing the methodology of the system of evaluation of the effectiveness of state bodies’ activity the experience of many countries was studied, as a result, the methodological model of evaluation of state bodies of Canada was adopted as a basis. It is recommended to improve the quality of strategic planning, as well as to revise the sets of target indicators in order to ensure their focus on the ultimate solution of problems and improving the quality of life of the population.
