Digitalization as a tool for interaction of state apparatus and civil society

Object: Formation of an active civil society and non-governmental sector in the digital field in order to increase the transparency of the state apparatus.
Methods: The study used force field and lotus flower methods, as well as a SWOT analysis and a literature review on the topic.
Findings: According to the results of the work, in order to form an active interaction of the state apparatus with society and non-governmental organizations, it is necessary to develop a digital infrastructure, digital literacy and a culture of openness of the parties. The article analyzes the main problems and ways to solve them, according to the theoretical and experimental results that were carried out during the study.
Conclusions:At this time the Republic of Kazakhstan is in the process of building a new model of interaction between the state apparatus and citizens, based on the principle of “human-centeredness”. A key factor in the successful implementation of this model is ubiquitous digitalization. Through digitalization, the government plans to be more transparent and involve society and non-governmental organizations in the socio-economic development of the country. To achieve this goal, the leadership of the Republic of Kazakhstan is taking measures to develop digital infrastructure, increase the level of digital literacy and encourage transparency on the part of state bodies. This article reflects the key components of digital transformation for the interaction of government structures and civil society in the digital field.
