Abstract

The national innovation system is a sophisticated mechanism that contributes to the formation, support and active development of innovative processes that require the involvement of a large number of participants in the economic, social and, in part, political system of the state. In this context, the issue of improving the conditions for innovation is one of the main tasks, the solution of which can affect both the internal state of the economic development of the real sector of the country and provide a higher level of state competitiveness in the global space. Article represents comparative analysis of institutional environment within government management of innovation systems of Kazakhstan and Check Republic on the modern stage. Authors tried to identify the main directions for normative and legal support of scientific and innovative activities, likewise the range of activity of organization of innovative for stimulating of innovative process of observed countries. Authors tried to identify the main problems of innovation development at the regional and local levels as well as the weakness of the process of coordination the innovative development in the regions. Differences in the influence of regional differentiation and industry specialization on the overall state of innovation systems in Kazakhstan and the Czech Republic are shown. observed countries. Despite the explored resemblance in the overall functioning of national innovative system, nevertheless, key features and directions of applying efforts for each country are established.
