The role of social insurance to provide quality of lifeindicators for the nation

Abstract

In modern conditions the compulsory social insurance system has become an important and indispensable element of social and economic reforms in Kazakhstan. In this regard, the particular relevance of the study of theoretical and methodological bases of the organization and functioning of the obligatory social insurance system as a tool for economic and social development of the region. Analysis of the one-time survey «Quality of life of the population», conducted in all regions of the Republic of Kazakhstan has shown that the development of well-functioning social protection systems enables workers and their families to reduce the savings rate, postponed for unforeseen circumstances and to invest in children's education, and promotes the growth of domestic consumer demand and higher standards of living. The scientific article, based on the practical social security aspects of the study identifies the main trends in the development of compulsory social insurance system, which consists in maintaining the continuity of the basic conditions for the functioning of financial social insurance mechanisms. So by international financial expert’s social security mechanism operates effectively when wage differentiation between the extreme deciles is not more than 1: 6. The Gini coefficient in Kazakhstan by the end of 2015 improved by nearly 2 percentage points, reaching 27.8 % (0.276). The quality of the income distribution in Kazakhstan on the basis of last year, slightly improved, approaching the level of 2009, when the index of income inequality was minimal – 26.7 %.
